ਪੰਜਾਬ ਦਾ ਬੁੱਚੜ - ਸਰਬਜੀਤ ਸਿੰਘ ਘੁੰਮਣ | Sarabjit Singh Ghuman

ਕੇਪੀਐਸ ਗਿੱਲ 1988 ਤੋਂ 1995 ਦੌਰਾਨ ਪੰਜਾਬ ਪੁਲਿਸ ਦੇ ਡਾਇਰੈਕਟਰ-ਜਨਰਲ ਸੀ। ਪੰਜਾਬ ਵਿਚੋਂ ਖਾੜਕੂ ਲਹਿਰ ਦੇ ਖਾਤਮੇ ਲਈ ਉਸਦੀ ਵਿਸ਼ੇਸ਼ ਭੂਮਿਕਾ ਮੰਨੀ ਜਾਂਦੀ ਹੈ। ਇਹੀ ਉਹ ਸਮਾਂ ਸੀ ਜਦ ਸਿੱਖ ਨੌਜੁਆਨੀ ਨੂੰ ਝੂਠੇ ਪੁਲਿਸ ਮੁਕਬਾਲਿਆਂ ਵਿਚ ਮਾਰਿਆ ਗਿਆ। ਪੁਲਿਸ ਨੇ ਲੋਕਾਂ ਦੀ ਬਜਾਇ ਸਰਕਾਰਾਂ ਦੀ ਰਾਖੀ ਕੀਤੀ। ਇਸੇ ਕਾਰਨ ਪੁਸਤਕ ਦੇ ਲੇਖਕ ਨੇ ਕੇਪੀਐਸ ਗਿੱਲ ਲਈ ਬੁੱਚੜ ਸ਼ਬਦ ਵਰਤਿਆ ਹੈ। ਇਹ ਪੁਸਤਕ ਕੇਪੀਐਸ ਗਿੱਲ ਦੁਆਰਾ ਕੀਤੀਆਂ ਕਾਰਵਾਈਆਂ ਦਾ ਵਿਸ਼ਲੇਸ਼ਣ ਪੇਸ਼ ਕਰਦੀ ਹੈ। ਪੁਸਤਕ ਦਾ ਲੇਖਕ ਖ਼ੁਦ ਵੀ ਉਹਨਾਂ ਵੇਲਿਆਂ ‘ਚ ਲੁਧਿਆਣਾ ਪੁਲਿਸ ਦੇ ਤਸ਼ੱਦਦ ਦਾ ਸ਼ਿਕਾਰ ਹੋਇਆ ਜਿਸਦੇ ਕਰੂਰ ਅਨੁਭਵ ਤੇ ਪੁਲਿਸ ਦੀ ਜਿਆਦਤੀ ਨੂੰ ਵੀ ਲੇਖਕ ਨੇ ਸਾਂਝਾ ਕੀਤਾ ਹੈ।

KPS Gill was the Director-General of Punjab Police from 1988 to 1995. He is primarily credited with wiping out the militancy from Punjab. But this was also the period when thousands of Sikh youth were killed in fake encounters. Therefore the author of the book calls him the 'butcher' of Punjab. This book analyses the activities carried out by KPS Gill during that period. The author of the book was himself tortured by Ludhiana Police during the very same period. Thus he also shares the first-hand experience of police brutality.
